The Democratic Republic of Congo’s (DRC) cybersecurity agency has a problem: it is more interested in silencing critics than stopping hackers. The National Cyber Defense Council (CNC) was created in August 2023 and attached directly to President Félix Tshisekedi’s office. Its official mandate is to coordinate cyber defense and digital intelligence. Its actual function, according to an exclusive Jeune Afrique investigation: arbitrary arrests, secret detentions, and intrusive social media surveillance targeting opponents, journalists, and ordinary citizens—all without judicial police powers.

Uganda went dark on 13 January. Two days before voters headed to the polls, the government pulled the plug on public internet access and froze new SIM card registrations. This is a familiar playbook from the 2021 election, when a similar blackout resulted in the economy losing millions of dollars.
